Professor Wang Hua, Vice Dean of SFS and Deputy Director of the Center for Asia-Europe Studies at XJTU, recently gave an interview to Kazinform International News Agency (Kazinform) upon the invitation of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KazISS).

In the interview, Professor Wang shared his insights into the significance, governance approaches, and regional repercussions of Kazakhstan's ongoing political reforms.

A Shift Toward More Coordinated Governance

Professor Wang pointed out that the latest reform package embodies Kazakhstan's persistent push to optimize its governance system and improve administrative efficiency. In his view, the reforms aim to better coordinate institutional operations and ensure unified policy implementation across all government departments.

He emphasized that these institutional upgrades will build a more robust governance framework, providing solid institutional safeguards for the country's long-term development and social stability.

Education and Innovation as Strategic Priorities

Professor Wang highlighted a standout feature of the reform agenda: education, science, technology, and innovation have been elevated to core priorities in the draft constitutional framework. He explained that placing these fields at the constitutional level signals Kazakhstan's strategic commitment to pursue high-quality development and economic restructuring.

He further added that such institutional arrangements are expected to raise the country's appeal for international research collaboration and professional exchange.

Institutional Transparency and Policy Predictability

From an international perspective, Professor Wang commented that the reforms demonstrate Kazakhstan's efforts to align its institutional framework and rights protection mechanisms with internationally accepted norms while tailoring them to its national realities. This approach will lift institutional transparency and make government policies more foreseeable.

He added that related institutional revisions are also expected to improve legislation and governance efficiency, expand channels for public participation, and consolidate wider social consensus. These measures, he suggested, will contribute to the steady and sound operation of the national governance system.

Regional Cooperation and Cross-Border Opportunities

Regionally, Professor Wang remarked that the advancing institutional reforms and greater emphasis on innovation are expected to create more opportunities for cooperation between Kazakhstan and its neighboring countries.

He noted that an improved institutional environment will create steadier conditions for cross-border trade and technological collaboration, enabling broader and deeper cooperation across multiple sectors.
